The review/freeze is an excellent step.

Whilst I’m not quite as irritated by the issue as others, good to see IAAF grasping issues which are causing consternation and planning to take some action. Even better was that they are retaining their ban on Russia, which it seems they are getting more and more comfortable with doing. The Russian ban was a difficult hurdle to cross at first, but now it seems a simple and logical action to take in the face of continued lack of action by Russia.

There’s an article on the dark side for some of the athletes who make this decision:

The process has been unfrozen (melted?). You can only change allegiance once, not within three years of competing for your first country, and not under the age of 20.

Is there time to process Leon Reid’s transfer to Ireland before the Europeans?

When is the deadline for entries to Berlin? Must be in a matter of days?
