He said he will be running the UK trials and hopefully London for Britain but also running for Turks & Caicos at the World Juniors but is he allowed to do this?

I think he'd be in the same position as Shara Proctor. Turks and Caicos is a British Overseas Territory - see wikipedia - not an indeopendent country but obviously has independent represenatation with the IAAF.

However if by doing so he deviates from what is required from him under a funding plan then this may cause him to be removed.Worms and spanners !

What is the obsession with funding ? i've not heard him even mention funding, only that he wants to run at the olympics.
