Are you implying that all Italians are white? "White" is almost meaningless from a genetic perspective (as is Irish from a colour perspective). USATF indoors is a poor seventh cousin to USATF outdoors. There's little incentive to get in shape that early or risk injury. Euro indoors may still be a happening thing, but over here it's dying out.
